Terms of Reference (ToR) for an Expert to Assist CIFAL Malaga in the development of the PRESERVE theoretical Training
Project Introduction:
CIFAL Malaga is part of a European project aimed at protecting public spaces against emerging hostile drone threats by developing an advanced multidimensional Counter-UAS (C-UAS) platform (Project 101168392 — PRESERVE). This project supports police authorities with the prevention, early detection, and optimal management of operational responses to both current and emergent drone-related threats. A key component of the project includes training Police Authorities on the C-UAS platform.
Objective:
CIFAL Malaga is seeking the services of a qualified expert to assist in developing and implementing training programs. The selected contractor will play a vital role in ensuring that the solutions developed are aligned with the operational needs of the End-Users and comply with ethical, regulatory, and societal standards. The expert will deliver targeted training programs to ensure knowledge transfer and practical application within the context of public safety and security.
Scope of Work:
PRESERVE Training Program: Needs Assessment and Preparation

- Facilitate workshops with relevant stakeholders, including Police Authorities and other stakeholders of the project, to gather input on training needs.
- Design and administer a series of questionnaires to identify training needs.
- Collect and analyze input from workshops and questionnaires to define training priorities.
- Evaluate existing solutions and identify gaps relevant to PRESERVE.
- Contribute to adapting the existing Training Platform to the PRESERVE context, in collaboration with the Technical Partners.
- Draft PRESERVE training plan, aiming to ensure that participants gain the critical knowledge foundation to confidently and effectively operate the PRESERVE C-UAS platform and respond to evolving drone threats.
Deliverables:
- Needs Assessment Report: Consolidated analysis of workshops, questionnaires, and feedback from stakeholders.
- Recommendations on training design and priorities, including integration with the platform content.
- Workshops and TNA: Prepare and deliver workshops to gather End-Users’ Training Needs.
- Draft PRESERVE training plans, taking existing platform content and End-Users’ needs as a baseline.
Expertise and Qualifications:
- Demonstrable experience in designing and developing training material for law enforcement or military agencies, particularly in counter-drone technologies and public safety.
- Strong knowledge of European regulations related to data privacy, ethics, and AI in security contexts, including GDPR and AI Act compliance.
- Experience in facilitating workshops and stakeholder engagement activities, particularly in security-related projects.
- Excellent communication skills, with the ability to work across multiple stakeholders and countries.
- Proficiency in English, both written and spoken, is mandatory for effective communication across international teams.
Duration and Compensation
- Timeline: September 2025-November 2025
- Total budget: 3,000 EUR – three thousand euros (GROSS)
