CIFAL Málaga–UNITAR invites qualified experts to apply for a short-term consultancy to support the development and delivery of the theoretical training programme under the EU-funded project PRESERVE (Protecting European public spaces against emergent hostile drone threats).

About the assignment

The selected expert will contribute to Phase 2 of the PRESERVE training programme, focusing on the development of training content and the delivery of in-person training sessions for law enforcement authorities. The assignment aims to ensure that training materials are operationally relevant, compliant with European legal and ethical frameworks, and adapted to the practical needs of end-users.

Scope of work

  • Developing theoretical training modules in line with the PRESERVE Training Plan, covering:
    • Terrorism and UAV threat landscape
    • Legal, regulatory, and ethical frameworks for counter-UAS operations
    • Related topics on the protection of public spaces
  • Contributing to the adaptation of the DRONEWISE Training Platform to PRESERVE, in coordination with technical partners.
  • Delivering in-person training sessions in an EU Member State, complemented by the drafting of content for online training modules.
  • Ensuring coherence, clarity, and a practitioner-oriented approach across all training materials.
  • Supporting the evaluation of training activities and integrating participant feedback to adjust and improve content, ensuring it remains relevant and effective.

Duration and Compensation

  • Timeline: January 2026-August 2027
  • Total Budget:
    • Training fee: EUR 9,000 (nine thousand euros, gross)
    • Travel expenses: EUR 3,000 (three thousand euros, gross / 3 destinations)

Expected deliverables

  • Complete theoretical training modules developed in line with the PRESERVE Training Plan.
  • Training content delivered in an agreed, editable format suitable for digital platforms.
  • Delivery of a 20-hour training programme.
  • Evaluation reports assessing training effectiveness, including recommendations for improvement.
  • Content developed for both online and in-person learning materials.

Required expertise and qualifications

  • Proven experience in designing and developing training materials for law enforcement and/or military agencies, particularly in counter-UAS, public safety, or security operations.
  • Strong knowledge of European regulatory frameworks related to security technologies, including data protection, ethics, and AI governance (GDPR, EU AI Act).
  • Experience delivering training sessions, workshops, or stakeholder engagement activities, preferably within security-related or EU-funded projects.
  • Excellent communication and coordination skills in an international and multidisciplinary environment.
  • Full professional proficiency in English (written and spoken).
