Project Introduction
CIFAL Malaga is part of a European project aimed at protecting public spaces against emerging hostile drone threats by developing an advanced multidimensional Counter-UAS (C-UAS) platform. This project supports police authorities with the prevention, early detection, and optimal management of operational responses to both current and emergent drone-related threats. The project incorporates a wide range of technologies and best practices to counter the use of weaponized consumer drones, focusing on safeguarding public spaces and contributing to the novel EU Counter-UAS policy. A key component of the project includes co-creating user requirements, defining pilot use cases (PUCs), and ensuring seamless project management to meet the objectives efficiently.

Job description
CIFAL Malaga is seeking the services of a qualified Technical Manager to assist in:
Mission: the selected individual will play a vital role in ensuring that the solutions developed align with the operational needs of law enforcement agencies and comply with ethical, regulatory, and societal standards.
Specific responsibilities:
• Project management, including coordination with partners, monitoring progress, and ensuring deliverables meet deadlines and quality standards.
• Developing operational procedures.
• Identifying and defining user requirements.
• Defining project Key Performance Indicators (KPIs).
• Coordinating collaborative tasks across multiple stakeholders to meet project goals.
• Deliverables
1. Workshop and Stakeholder Engagement Reports: Summaries of all workshops, interviews, and focus group meetings conducted, including key insights and recommendations.
2. User Requirements and Pilot Use Case Report: A comprehensive document outlining the user requirements, detailed PUCs, and KPIs defined for law enforcement agencies.
3. Evaluation Reports: Analysis of the effectiveness of operational procedures and PUCs, including recommendations for improvement.

 

Expertise and Qualifications
• Demonstrable experience in project management and coordinating international projects, particularly in security and public safety contexts as well as in drone operation and functioning
• Experience in developing operational procedures for law enforcement or military agencies, with a focus on counter-drone technologies.
• Strong knowledge of European regulations related to data privacy, ethics, and AI in security contexts, including GDPR and AI Act compliance.
• Proven track record in facilitating workshops and stakeholder engagement activities.
• Excellent communication and project management skills, with the ability to work across multiple stakeholders and countries.
• Proficiency in English and Spanish, both written and spoken, is mandatory for effective communication across international teams.
• Availability to travel according to project needs

Duration and Compensation
• Employment contract: from 13 January to 30 September 2025
• Flexible working hours
• Part time: 20h/ week
• Job location: Malaga city and in all locations related to the project.
• Salary: 1,150 EUR/month – one thousand one hundred and fifty euros/month (GROSS) (Pro-rata of extra payments included)
