Assignment Hiring International Trainer (s) to develop and conduct a new training program for
Police Authorities and other security practitioners, focused on environmental
(waste-related) crimes investigation and prevention
Contract Type Temporarily assignment

15 working days overall for the training assignment over the period of 12 months (to be completed by 31.12.2024) (4 days in country through two visits and 10 days home based (subject to modification))
- Project Background and Rationale
Project Title: Environmental crimes’ intelligence and investigation protocol based on multiple data sources (EMERITUS)
The aim of the EMERITUS project is to realize and implement a protocol for effective environmental crime investigation, leveraging on the integration of innovative monitoring and analysis technologies (drones, satellite data, virtual sensors, geo-intelligence data, etc.), and on a complementary training programme aimed at fostering environmental enforcement authorities (e.g. Police Authorities and Border Guards Authorities) intelligence and investigation capabilities, at national and cross-border level. In order to achieve this goal, the EMERITUS consortium has gathered 8 Police/Border Guard authorities from 5 countries, 4 security experts, 2 training specialists and 6 technological partners, that will be the core of the platform.
The consortium will focus on the co-creation of an investigation protocol centered on environmental crimes investigation, that will orient to the creation of the geo-intelligence platform. This platform will integrate several monitoring and investigation technologies and data sources, in a single view to support Police Authorities and decision-makers.
Secondly, a new training programme for Police Authorities and other security practitioners, focused on environmental (waste-related) crimes investigation and prevention, will be delivered combining both theoretical aspects and handon simulations to empower end-users to actually use the platform and related technologies. Such exercises will serve to validate both the platform and the protocol, via simulations based on 4 realistic use cases (heterogeneous and of growing complexity), taking advantage of the shared will of Police Authorities and Border Guards to focus on ad hoc demonstration sites, with the additional availability of partners’ simulation facilities. The validation of the platform and of the protocol will result in the successful elaboration of a set of evidence-based recommendations for policy authorities and decision-makers.
- Work Package information and Reference
The project is delivered through a number of WPs. WP4. Operational training and testing of the EMERITUS integrated solution aims, on one side, at offering a common environment to technology providers to test the
EMERITUS platform and protocol according to the identified UCs; on the other hand, it aims to organize and manage the EMERITUS International Training Programme for LEAs/BGs. Hence, the following operative objectives will be pursued:
OO4.1 Define the overall testing and validation framework (e.g. coordination, engagement, operative support);
OO4.2 Organization of the training activities, material, contents, scheduling and overall implementation;
OO4.3 Realization of the platform operational testing in multiple scenarios with direct involvement of LEAs/BGs
OO4.4 Realization of an ex-post assessment, to provide relevant feedbacks for platform improvement and definition of future developments and sustainability opportunities
Training Need Assessment (TNA) was realized building on existing assessments and on tailored feedback provided by Project Partners and CoP members, along the following lines of action: 1) Evaluation of current training curricula and gap assessment, 2) Focus groups and targeted interviews with Project Partners and CoP members, 3) Draft of the TNA and Training Matrix.
Based on the requirements outlined by the TNA a detailed Training Programme will need to be defined covering two main pillars:
Theoretical Knowledge (online and in person) and Practical Application (physical exercises, testing, demo).
The draft Training Programme was validated by all Project Partners (Attachment 1), but subject to possible modifications if required.
- Objectives
To design and develop the training delivery plan and supplementary learning resources according to the subject matter and the general training plan provided; Training Materials to be compiled into a unique Training Handbook; and To deliver training program.
- Trainer’s responsibilities
Scope of Work
4.1. ANALYZE
4.1.1. Analyse the results of the training matrix against the needs to the participants, available training and developed tools, propose if needed additional TNA.
4.1.2. Check and ensure that the participating institutions (ToT) meet the requirements to deliver the program in terms of physical facilities, tools and equipment, availability of learning materials.
4.2. DESIGN
4.2.1. Prepare a training plan for review and approval by the CIFAL Malaga, SAFE and GMV, reflecting the necessary activities and schedule, required inputs and resources, as well as roles and responsibilities during in-institution and on-the-job trainings; and
4.2.2. Ensure that the training plan includes learning activities/tasks specific to each of the following units of competency:
- Conduct additional training need analysis (TNA) (if required)
- Design and develop competency-based learning programmes
- Validate competency-based assessment
- Coordinate training and assessment arrangements, following CIFAL Malaga/UNITAR Quality Assurance Standards.
- Evaluate competency-based training and assessment
- Facilitate and develop competency standards
- Develop digital contents for face to face delivery and online delivery
- Facilitate e-learning

4.3 DEVELOP
4.3.1 Based on the approved learning materials for the program, prepare presentation materials including powerpoint slides, visual aids, session plans, hands-on exercises, and other supplementary training materials.

4.4 IMPLEMENT
4.4.1 Implement 20 hours training program for at least 8-10 LEAS, police border guards and other practitioners, who will also assume ToT responsibilities for their counterparts back in their organizations, following the requirements in terms of scope and time as stated in relevant documents.

4.5 EVALUATE
4.5.1 Administer pre-post evaluation forms and prepare required post-training reports incorporating evaluation results and trainer’s views on lessons learned and recommendations.
- Qualifications and Experiences of the Consultant
The assignment will be contracted to a person with demonstrated knowledge and understanding of the issues related to the subject and training of trainers.
5.1 Academic Qualification
At least Master Degree in Environment Management or Science/ Environmental Legislation or relevant discipline. Being a Certified Trainer will be an added value.
5.2 Experience and Competencies
At least 7 years of which 5 years is spent at the international /EU level of proven experience and capacity in the delivery, management and quality assurance of environmental crime related training, training as well trainers/assessors of such training programs;
Excellent reporting and communication skills in English; and Recommended Presentation of Proposal

- Copy of a recent contract to be submitted as an evidence of daily fees offered to the candidate for similar assignment by other agency (preferably by any UN agency, Multilateral Development Bank, or bilateral donors).
